The City of Mansfield Community Development Department shall provide the citizens with public information concerning the Annual Community Development Block Grant (CDBG) Program process. The CDBG program informs the citizens of the annual anticipated amount of funds from the Department of Housing and Urban Development (HUD). Two (2) public meetings are held at different locations. These meetings are enacted to encourage and solicit proposals from citizens, non-profit organizations and other interested persons. Proposal submissions are accepted until 4:00 P.M. on the date of the published deadline.
Proposals for funding of Fiscal Year 2009 activities were reviewed by the Community Development Manager and Mayor of the City of Mansfield. The review process is held to determine whether the proposed activities are eligible and to meet one of the three National Objectives.
The Three National Objectives are:
1) To meet a Community Development Urgent need
2) Principal benefit to low / moderate income persons
3) Aid in the prevention or elimination of slums or blight
The proposals are based on overall priorities and national objectives that have been endorsed by the Department of Housing and Urban Development (HUD). Recommendations were prepared by the Community Development Manager and the Mayor. These recommendations were forwarded to the City Council's Public Affairs Committee.
The Public Affairs Committee will review the recommendations prior to the scheduled public hearing. A Public Hearing is held in the City Council Chamber to allow applicants the opportunity to discuss/lobby for funding of their proposals.
A Public Hearing was held on February 22, 2010 at 5:00 P.M. in the Council Chamber. Recommendations were forwarded to City Council members for approval of the Annual Action Plan. This Plan is published for the use of CDBG/HOME funds for Fiscal Year 2010.
On April 20, 2010, City Council voted on a resolution. A summary of the proposed Annual Action Plan was published. The published summary described the purpose and contents of the Annual Action Plan. Any comments submitted in writing, or presented orally were considered in the final draft for submission to the Department of Housing and Urban Development (HUD).
