Kelly Blankenship, Finance Director

The Finance Director is an elected position with a four-year term of office.  The Chief Fiscal Officer of the City, the Finance Director performs all the duties imposed on city auditors and treasurers by the laws of the State of Ohio. The Finance Director acts as the fiscal advisor to the Mayor and City Council and represents the City with other fiscal agencies.


I was elected by the voters of Mansfield in November 2007, and took office December 1, 2007. I am a life-long resident of Mansfield and I graduated with honors from Malabar High School and Coastal Carolina University, earning a Bachelor of Science in Business Administration with an emphasis on accounting. I had previous experience working in the Finance Department which afforded me a deep understanding of the operations prior to my election. I also gained an understanding of the limitations imposed on investing public funds, having worked for an investment advisor whose client base was public entities.


I am dedicated to a philosophy of continuous improvement and promise to represent the taxpayers of Mansfield responsibly, ethically, and professionally. I am the watchdog over the City’s revenue and I do my best to inform the Mayor and Council as to the financial consequences of their leadership decisions. To that end, I prepare quarterly financial reports which can be obtained here. Please take some time to browse through them.
