BOARD OF UTILITY APPEALS: The Board of Utility Appeals is composed of five members serving two-year terms. The commission consists of three city residents appointed by the Mayor and approved by Mansfield City Council, the President of Mansfield City Council, and the Public Works Director serving as Chairperson of the Board. Duties are listed under Mansfield Codified Ordinances – Chapter 169. The appeals board meets on the third Tuesday of each month or on an as-needed basis. How are water and sewer bills calculated?
- Water and sewer accounts are billed monthly for the greater of the actual water use that passes through the meter or a minimum service fee if there is no usage.
- Your water bill is calculated based on the amount of water you use, measured by your water meter.
- Sewer bills are calculated based on your water usage, as the amount of water used is an indicator of wastewater produced.

Why is my sewer bill higher than my water bill?
- Building and maintaining sewer systems is more expensive than water systems.
- Sewer bills often include costs associated with wastewater treatment, which are more expensive.
My house is vacant, and I did not use any water. Why did I receive a water/sewer bill?
- If you have access to the water from the street and city-owned equipment on your property, you will receive a minimum bill that includes a METER SERVICE CHARGE, READINESS TO SERVE CHARGE and an ADMINISTRATIVE CHARGE.
- To stop billing on vacant properties, meters must be removed by THE CITY for $25.00.

How can I reduce my water and sewer bills?
- WATER CONSERVATION: Use low-flow fixtures, take shorter showers, consider water-efficient appliances and fix leaks as soon as possible by a certified plumber.
- REDUCE OUTDOOR WATER USAGE: Avoid watering lawns or washing vehicles.
- PURCHASE and HAVE A SEWER DEDUCT METER INSTALLED: If you use a lot of water outdoors, consider a sewer deduct meter to reduce your sewer bill.
What should I do if my bill seems incorrect or high?
- Make sure there are no running toilets, pipe breaks or leaks, water softeners stuck in bypass mode, or outside water spigots turned on. Contact a certified plumber to make needed repairs quickly.
- Check the flow indicator on your meter to make sure that it is not spinning.
- Review your bill to make sure all charges are accurate and understand any additional fees.

If I purchased a home, how do I establish service in my name?
- You would need to provide proof of ownership of the property by submitting a settlement statement or deed accompanied with a valid photo I.D. and a completed Land Owner’s agreement.
- Land Owners’ agreements can be found on the city’s website. They can be emailed or mailed at your request or you may pick up a copy at 99 Park Avenue East, Mansfield, Ohio 44902.

I rent, and I need to establish service in my name. What do I need to do?
- A DIRECT BILLING AGREEMENT will need to be completed, signed, and dated by both the land owner and tenant and returned to the office with a valid photo I.D.
- The owner will still receive a duplicate copy of your monthly bill statement and termination notices.
What do I need to do to stop service in my name?
- Contact Utility Collections at 419-755-9785 or uc@ci.mansfield.oh.us to request a final meter reading.
If I need to make repairs, who do I call to have my water turned off and on?
- During business hours, 7:30 AM to 4:00 PM Monday through Friday, contact customer service at 419-755-9785.

- IT IS ILLEGAL TO TAMPER WITH ANY CITY-OWNED EQUIPMENT AND IS SUBJECT TO CRIMINAL PROSECUTION.
What can I do to keep my water pipes from freezing in the winter?
- Extremely cold weather can cause water lines to freeze, your internal plumbing lines to burst or your meter to crack. Keep areas with exposed pipes warm; wrap water lines in unheated areas with pipe insulation or blankets; open a tap and let the water run in a continuous stream about the size of a pencil. (This may cause your water bill to be slightly higher.)
My water has been shut off due to non-payment. What do I do to have services restored?
- You will need to pay the past-due balance in full, along with a turn-on fee. These fees need to be paid in person for a work order to be created and for services to be restored.
- For services to be restored, someone would need to be at the property at the time of restoration.
- OWNERS can sign a release of liability form to have services restored with no one at the property.
- If a door hanger is left due to no one being present at the property, you may call the office and they will come back out and turn it on. A $15.00 additional trip fee will be added to your account.
I am a renter, and I pay the water bill, but I need an extension to pay this month’s bill. Is this possible?
- All extensions or payment agreements would require written permission from the property owner.
I had a previous balance on this month’s bill, and I see a penalty on my bill. What is this for?
- A 10% penalty is charged as part of your current bill for non-payment of the prior month’s bill by the penalty date, which is seven (7) days after the due date.
What part of the water line is my responsibility as a property owner to maintain?
- The homeowner is responsible for the water line from the curb box (located by the street) to inside the house.
What part of the sewer line is my responsibility as a property owner?
- The property owner is responsible for maintaining the sewer lateral line from the house to the sewer main located near the street.
I would like to dig in my yard, who do I notify?
- In Mansfield, Ohio, if you plan to dig in your yard, you should call Ohio811 or dial 811. This is a national number that directs your call to the Ohio Utilities Protection Service (OUPS). Ohio law requires you to contact them at least 48 hours in advance of digging, but not more than ten (10) business days before you begin digging. We will come to your property to locate and mark the service lines.
