Boards and Commisions

AIRPORT AND AVIATION COMMISSION:  The Airport and Aviation Commission is composed of nine members serving four year terms.  Three to be the Airport Committee of Council, the Manager of the Airport, the Commander of Ohio National Guard 179th Airlift Wing, and four members appointed by the Mayor and approved by Mansfield City Council.  Duties are listed under Mansfield Codified Ordinances – Chapter 157.


CITY PLANNING COMMISSION:  The City Planning Commission is composed of nine members serving six year terms.   The commission consists of the Mayor, the Public Works Director or Safety Service Director, the President of the Parks Advisory Board, and six members appointed by the Mayor.  Duties are listed under Mansfield Codified Ordinances – Chapter 143.


CIVIL SERVICE COMMISSION:  The Civil Service Commission is composed of three members serving six year terms and a secretary.  No more than two members can be from the same political party.  Members are appointed by the Mayor.  Duties are listed under Mansfield Codified Ordinances – Chapter 147.


RICHLAND PUBLIC HEALTH BOARD:  Five members of the Richland Public Health Board are appointed by the Mayor and approved by Mansfield City Council serving five year terms.  Duties are listed under Mansfield Codified Ordinance – Chapter 161.


SHADE TREE COMMISSION:  The Shade Tree Commission is composed of five members serving four year terms.  The commission consists of three city residents appointed by the Mayor and approved by Mansfield City Council, the Public Works Director, and the Chairperson of Mansfield City Council’s Street and Traffic Committee.  Duties are listed under Mansfield Codified Ordinances – Chapter 149.


BOARD OF UTILITY APPEALS:  The Board of Utility Appeals is composed of five members serving two year terms.  The commission consists of three city residents appointed by the Mayor and approved by Mansfield City Council, the President of Mansfield City Council, and the Public Works Director serving as Chairperson of the Board.  Duties are listed under Mansfield Codified Ordinances – Chapter 169.


OHIO DISTRICT 5 AREA AGENCY ON AGING ADVISORY COUNCIL:  Two members of the Ohio District 5 Area Agency on Aging Advisory Council are appointment by the Mayor serving three year terms.  Contact the Ohio District 5 Area Agency on Aging for additional information and bylaws.


HISTORIC PRESERVATION COMMISSION:  The Historic Preservation Commission is composed of twelve members.  At least two members of the Commission shall be preservation-related professional members.  One member shall be the Mayor, and one member shall be designated by the City Planning Commission and shall serve a term concurrent with membership on such Commission.  One member shall be a member of Council designated by Council at the first meeting of alternate calendar years, and shall serve a two year term.  Three members shall be appointed by the Mayor from recommendations made by the Richland County Historical Society and shall serve two year terms.  Five members shall be appointed by the Mayor because of their special expertise or interest and shall serve two year terms.  One member shall be from the City’s Community Development Department staff, designated the Historic Preservation Officer.  Duties are listed under Mansfield Codified Ordinances – Chapter 1171.

PARKS ADVISORY BOARD:  The Parks Advisory Board is composed of three members appointed by the Mayor serving three year terms.  No two terms can expire the same year.  Duties are listed under Mansfield Codified Ordinances – Chapter 151.


HUMAN RELATIONS COMMISSION:  The Human Relations Commission is composed of a minimum of eighteen members and a maximum of twenty-five members appointed by the Mayor serving three year terms.  The Chairperson shall be appointed by the members of the Commission and shall be a voting member.  Duties are listed under Mansfield Codified Ordinances – Chapter 153.


MANSFIELD METROPOLITAN HOUSING AUTHORITY:  Two members of the Mansfield Metropolitan Housing Authority are appointed by the Mayor serving five year terms.  Contact the Mansfield Metropolitan Housing Authority for additional information and bylaws.


DOWNTOWN IMPROVEMENT ADVISORY BOARD:  The Downtown Improvement Advisory Board is composed of six members appointed by the Mayor and approved by Mansfield City Council, serving four year terms, and the Mayor.  The six members appointed by the Mayor shall represent the following institutions, professions, or residents:  Chamber of Commerce, Downtown Mansfield, Inc., Financial Institution, Architectural/Engineering Services, Downtown Business and General Public.  Duties are listed under Mansfield Codified Ordinances – Chapter 177.


FAIR HOUSING COMMISSION:  The Fair Housing Commission is composed of five members serving three year terms.  Three members are appointed by the Mayor and approved by Mansfield City Council, not more than two of whom shall be of the same political party, and two members may be appointed by the Richland County Commission, who shall be of different political parties.  Duties are listed under Mansfield Codified Ordinances – Chapter 515.


RECORDS COMMISSION:  The Mansfield Records Commission is composed of the Mayor or his appointed representative as Chairperson, the Director of Finance, the Law Director, and a resident appointed by the Mayor.  The Commission shall appoint a secretary who also serves as a voting member of the commission.  Duties are listed under Mansfield Codified Ordinances – Chapter 159.


BOARD OF TAX APPEALS:  The Board of Tax Appeals is composed of three members serving two year terms.  Two members shall be appointed by the legislative authority of the municipality, and may not be employees, elected officials, or contractors with the municipality at any time during their term or in the five years immediately preceding the date of appointment.  One member is appointed by the top administrative official of the municipality, the Mayor, and approved by Mansfield City Council.  Duties are listed under Mansfield Codified Ordinances – Chapter 193.18.


BOARD OF CONTROL:  The Board of Control is composed of three members;  the Mayor who shall be ex officio president, the Finance Director per City Charter, and the Public Works Director and/or Safety Service Director.  Duties are listed under the Ohio Revised Code – Section 733.21 and 733.22.


PUBLIC ARTS COMMISSION:  The Mansfield Public Arts Commission is composed of seven members appointed by the Mayor and confirmed by Council serving three-year terms.  Duties are listed under Mansfield Codified Ordinance – Chapter 177
